Navigate to the General menu option under FILE > Maintenance:

 

 

Set the [ ] Fumigation is Required check box to set the default value on new Job Items added to a quote.

 

Select the appropriate Cost Method and the Cost Per factor. If the minimum charge is not reach, then the minimum cost will be used instead.
